Catalogs for identifying watch movements exist from about 1930 on. The oldest catalog I know of is from Ebauches SA in 1928. But how can you identify even older movements?

The first watch manufactory in Besançon was founded as early as 1793 by some watchmakers from Switzerland. Around 1880, 90% of the watches manufactured in France came from Besançon! Between 1883 and 1914, the number of watchmaking companies in the city grew by 105 to a total of 348.
